• Children between the ages of 7 and 17 years old (up to 18th birthday)
  • Juvenile offenders or youth with municipal citations or charges not eligible for detention
  • Youth with municipal and district warrants 
  • At-risk youth and youth who are “beyond control of parent” 
  • Youth who are truant, suspended, or expelled
  • Youth who may have mental health and/or substance use issues
  • Victims of domestic violence  
  • Runaways including out-of-state cases, and victims of human trafficking
